What Do WIOA Training Programs Cover?

WIOA training programs use federal workforce grant funding to help eligible Floridians pay for training in high-demand fields — and information technology is one of the state’s biggest. WIOA Eligibility in Florida

Eligibility is decided by your regional workforce board, not by ACT — but you’re generally more likely to qualify for WIOA if one or more of these describe you:

• You’re unemployed or were recently laid off (a “dislocated worker”)
• You’re underemployed or earning below a local income threshold
• You’re a veteran or an eligible military spouse (veterans receive priority of service)
• You’re a Florida resident, 18 or older, and authorized to work in the U.S.
• You’re changing careers into an in-demand field like IT and need a recognized certification to get hired

How the CareerSource Process Works

In Florida, WIOA is administered locally by CareerSource boards. In the Tampa Bay area that includes CareerSource Tampa Bay (Hillsborough), CareerSource Pinellas, CareerSource Pasco Hernando, and CareerSource Polk, with CareerSource Suncoast covering Sarasota–Manatee. The typical path from application to a funded seat looks like this:

1. Register in Employ Florida. Create a profile in the state’s Employ Florida system and connect with your local CareerSource center.
2. Meet with a career counselor. They review your work history, goals, and eligibility for training funds.
3. Get your eligibility determination. The board confirms whether you qualify and, if so, the funding available to you.
4. Choose an approved program and provider. You select a program from the state’s approved list — this is where an approved provider like ACT comes in.
5. Your training account is issued. If approved, the board sets up an Individual Training Account (ITA) that pays the provider directly for your program.

WIOA isn’t the only way to fund training. Two other routes help many ACT students:
